For a number of years ISL’s environmental permitting and consultancy team, led by Alison Crooks, has provided 1st class advice to a number of private contractors in the waste management sector.
Alison was recently instrumental in getting planning permission on Appeal for a large private sector waste facility in Essex. The focus on the application was demonstrating a need for the development in a countryside location. The work included a detailed Alternative Site Search as well as setting out the operational need for a large building in this location.
Other recent projects include planning permission being granted by Surrey County Council for the development of a 10,000 tonnes per year open windrow composting facility. The application faced significant opposition from local residents and there had been two previous attempts by the applicant. A major constraint to overcome was the location of the site in the Green Belt. The latest application was accompanied by assessments on noise, highways, bio aerosols, landscape, ecology and trees. ISL coordinated the planning application and prepared the case for demonstrating the very special circumstances existing to outweigh the harm to the Green Belt.
Another recent project was centred on a change of use application in the London Borough of Barking. Following three planning applications and two appeals, planning permission was finally granted for the change of use of the site to allow waste sorting and transfer. The London Borough of Barking refused planning permission on the grounds that there was sufficient capacity in the Borough already to manage the waste being produced. ISL coordinated the planning application and prepared a Need Assessment to demonstrate that there was a local, small scale business need for the development. This was accepted by the Planning Inspectorate.
