Tim Kingham, BSc, CEng, MICE, MCIWEM, EurIng – Associate

Tim has forty years' international professional experience principally in the water and environmental sectors. Areas of particular experience include:

  • Successfully advising on institutional development and leading major infrastructure investment projects through all stages of the project cycle.
  • Strategic advisory studies of options for institutional change and restructuring of water services and public utilities, reporting to the highest level of government. Advice on appropriate institutional structures including the introduction of public private partnerships (PPP) in the management and funding of utility services, or the re-engineering of existing established public entities towards focussed and efficient businesses; setting of performance indicators and outputs, institutional capacity building and training.
  • Independent technical due diligence, audit, benchmarking and certification of water and wastewater companies’ assets and investment plans both in the UK, pre and post privatisation, and in several overseas countries.
  • Management of major IFI funded investment programmes focussed on policy definition, institutional development and compliance with quality standards in the water and environmental sectors. Many years experience working in developing countries, including preparing and implementing appropriate schemes for sustainable water and irrigation services. Preparation and oversight of numerous water and environmental projects in the countries of central and eastern Europe, and the former Soviet Union.
  • Strong presentation and technology transfer skills.
  • Expert witness on a number of litigation cases concerning water projects. Author of several technical papers and presenter at international conferences with a water industry focus.
