Patrick Foss-Smith - Associate

Patrick Foss-Smith is a waste management consultant and engineer with a wide range of UK and international experience. Following service in the merchant marine and Royal Engineers, Patrick spent five years with a waste management contractor. He has spent the last 22 years in waste management and environmental consultancy.

Patrick’s areas of particular engineering expertise include the assessment of new waste treatment technologies as well as the application of existing technologies to different waste streams. Examples are the treatment of hazardous and non-hazardous waste from ship-breaking using plasma arc technology and the aerobic composting of organic based explosives as part of the decommission of post-cold war munitions stocks. He has advised on the demolition and recycling of large concrete structures and carried out condition surveys of existing waste management facilities.

In other areas of waste management consultancy advice, Patrick has undertaken extensive market research to identify new sites for waste facilities and reported on the commercial market for a wide range of waste collection and disposal services. In the public sector, Patrick has procured refuse collection and recycling services and vehicles for local authority clients and assisted contractors tendering for local authority waste management contracts.

Patrick has extensive overseas experience spread over five continents.

Recent projects include:

  • Review of the practicality and economics of a Plasma Arc technology application in its role for the destruction of hazardous wastes and also municipal waste, on behalf of the Ministry of Defence.
  • Preparation of tenders on behalf of a company with a proprietary MBT process for various UK authorities, including mass balance, method statement, risk assessment and process description. Four of these projects have been successful resulting in contract awards while the other two are being re-tendered.
  • Preparation of procurement programme and contractual documents for the acquisition of refuse collection vehicles for Spelthorne BC.
  • An initial review into the scope of likely residual hazardous wastes to be found in obsolete naval vessels including appropriate ship-breaking and waste pre-treatment techniques (WYG for UK Ministry of Defence).
  • A review of the status of Plasma Conversion as a means of disposing of the above wastes. Review included a technology appraisal, the state of commercial readiness of the system, background information and a brief review of alternative/competing technologies (for UK Ministry of Defence).
