David G Hooper, MSc, BSc, CEng, MICE, MCIWM - Associate

David is a strategic and project-oriented director/manager, with wide-ranging experience in the wastes management industry, both in the UK and overseas. He has over 15 years experience in the solid wastes management industry, is a Chartered Civil Engineer and has an MSc in Engineering Management. In recent years he has been involved at a high level with carbon offset/credit projects in several countries, using a wide range of technologies, from small-scale VER projects and creating low carbon villages, to industrial scale CDM projects, mainly focused around wastes technologies. David is chairman of the CIWM SW centre and is on the institute’s scientific and technical committee.

David is a hands-on problem solver with a high rate of achievement and an appetite for new challenges. In his experience, projects do not just fall into place, they need to be proactively tightly managed in order to succeed.

David’s experience includes:

  • Alternative waste management technologies such as, anaerobic digestion, waste to energy, in-vessel composting, household waste recycling centres, clinical waste treatment facilities, material recycling facilities and mechanical biological treatment.
  • Landfill sites, from conception through to operation including, feasibility, site selection, market analysis, regulatory approval, design, leachate collection and treatment, water management, gas recovery and utilisation, restoration and site infrastructure.
  • Advising on various waste management technologies and working with various waste technology providers to use their technology in the developing world to attract carbon credits.
  • On behalf of waste operators tendered for major contracts, including collection, disposal and treatment.
  • A firm understanding of project management and civil engineering, including, project planning/scheduling, risk management, tendering. contract law, CDM, site supervision, engineering geology and geotechnics.
  • Advising Kenyan Minister of Environment on various environmental issues and how carbon trading could be practically used to raise funds for environmental projects in the country.
  • Advising technically, financially, strategically and on delivering various carbon credit contracts, to both CDM and Gold Standard VER, in Turkey, South Africa, Far East and East Africa for a variety of clients.
  • Project managed from conception all aspects of the construction of a low carbon village in Kenya, which contained additional educational, health, social, environmental and financial benefits to the villagers.
  • Advising various East African Clients on anaerobic digestion and installed several small AD plants around Nairobi and Mombasa.
  • Advising on renewable and sustainable technologies both the UK and overseas.
  • Preparation of tender / contract documents for environmental and wastes management projects, both prescriptive and performance based.
