Graham Cooper, MSc, CEng, MIMechE, MCIWM - Associate Director

Graham Cooper has over 30 years experience in Solid Wastes Management & Engineering, fifteen of which were gained with one of the largest waste management contractors in the UK and the remainder as a waste management consultant. Prior to entering the waste management industry, he was a polymer engineer specialising in the design and manufacture of chemically resistant plant for specialist applications.




His experience encompasses the full spectrum of waste management, covering:

  • Preparation of strategic and regional waste management plans (hazardous and non-hazardous wastes).
  • Schemes for the complete handling and transfer of wastes by road, rail and marine transport media.
  • Waste transfer, recycling and specialist treatment facilities for hazardous and non-hazardous wastes, planning and design.
  • Landfill (hazardous and non-hazardous) design, leachate and water management, gas recovery and utilisation, settlement prediction, smell abatement, land reclamation and restoration, planning and construction of site infrastructure.
  • Specialist landfill equipment design, selection and testing.
  • Design, installation and commissioning of shopping centre, airport and factory waste management systems.
  • Preparation of capital and operational budgets and business plans.
  • Feasibility studies for new waste handling systems and technologies.
  • Planning and waste management licensing applications and liaison with statutory authorities.
  • Candidate assessment for competence in hazardous and non-hazardous wastes management operations.
  • Preparation of performance specifications and tender / contract documents for environmental and wastes management projects.
  • Planning and preparation of technical / financial Assistance programmes, particularly with respect to the strengthening of environmental institutions and the provision / operation of municipal environmental facilities / services.
  • Development and implementation of management systems meeting the requirements of BS EN ISO 9000 Series and ISO 14000.

He has been responsible for, or involved in, the design of over 100 waste transfer stations or materials reclamation facilities up to 4,500 tonnes/day, reception and landfill facilities ranging up to 7,000 tonnes/day and the upgrading or construction and operation of several major waste transfer schemes. He has been involved in or been granted over a dozen patents, the majority of which relate to practical waste management issues, and his approach has been always to deal with practical workable solutions which have been implemented in the majority of cases.

Graham Cooper has extensive international experience and has made significant contributions to waste management in many countries where it is essential that solutions are appropriate to the culture and budget of the client nation.

From 1997 to 2002 he also worked part-time for the UK Department for International Development (DFID). As an environmental engineer with operational and executive experience, his familiarity with the appraisal, evaluation and management of operations, projects and infrastructure development and the processes of environmental impact assessment and mitigation, institutional and commercial support, planning and licensing has been invaluable.

His role as a Consultant is based on many years of practical operational experience that is kept up to date through work undertaken for Contractors in the industry, an increasing involvement in materials reclamation and recycling, and as an Assessor for technical competence in the waste industry. Graham also lectures in Waste Management.
