He has prepared over 100 tenders for municipal service contracts. He has also advised a number of local authorities on different aspects of refuse collection and street cleansing, including the preparation of performance specifications and tender / contract documents, and on the requirements for benchmarking and achieving ‘best value’ in service provision. He was recently a key member of a team that prepared tender and contract documents for the provision of road cleansing and related services in Guernsey.
