Peter Faircloth

Peter Faircloth is an economist with extensive experience in the economic and financial assessment of environmental and resource development projects spanning more than twenty five years. For the past fifteen years he has focused on the international environment sector, including the municipal and hazardous waste, water and wastewater, air pollution control, industrial pollution control and related sectors. Areas of specific expertise include project management; strategy development; financial analysis; economic evaluation; pricing, tariff, cost-recovery policy and affordability analysis; and the application of economic instruments to environmental issues. He has qualifications in mathematics and economics, natural resources management and professional management.

His skills encompass detailed economic and financial computer modelling. He has wide experience working in the EU accession countries. His EU-accession regional and country experience covers Albania, Bosnia, Bulgaria, Croatia, Czech Republic, Hungary, Latvia, Lithuania, Malta, Poland, Romania, Russia, Slovakia, Slovenia, Turkey and Ukraine.

He has worked widely in the area of waste management economics and financing. He was principal author of the economic and financial component of the World Bank Strategic Planning Guide for Municipal Waste Management. He has worked on waste management projects and strategies for a number of funding agencies (including the World Bank, EBRD, EIB, ADB, DfID, JICA and the EU) and in many countries, including Bosnia, Bulgaria, China, Croatia, the Czech and Slovak Republics, Egypt, Ethiopia, Hong Kong, India, Kenya, Lithuania, Malta, Poland, Romania, Russia, SVG, Tunisia, Turkey, Ukraine, Venezuela, Vietnam and Zambia. Example project experience includes:

  • Team leader and principal economic expert to develop a Strategy for EU Environmental Law Approximation in Croatia.
  • Financial and economic expert for the preparation of water and wastewater projects to be financed out of the Cohesion Fund in the Czech Republic.
  • Financial and economic expert to evaluate the effectiveness of EIB funded solid waste management projects in the EU.
  • Principal finance expert, EBRD loan financing of the Kharkiv solid waste management project, Ukraine.
  • Financial specialist, World Bank Regional Solid Waste Management Project for the Maghreb-Mashreq countries.
  • International economist, World Bank Private Sector Participation in Solid Waste Management Project in Zambia.
