Economic, Financial and Legislative Assessment

ISL was founded by two economists, who continue to be involved in the provision of economic and financial assessment. In this field we provide the following services:

  • financial / economic modelling
  • economic / Financial appraisal of environmental projects and programmes
  • business valuations
  • market research and surveys
  • preparation of tender proposals and pricing of tenders
  • development and operation of environmental funding institutions ("Ecofunds")

ISL's financial modelling expertise is particularly extensive. Some specific projects include:

  • Computer models for comparing the performance and costs of different techniques / systems for collecting recyclables and residual waste (Worcestershire and Herefordshire (WRAP); Adur and Worthing Services (Defra); Colchester; Guernsey; Malta; Lithuania).
  • The computer model developed for Defra to analyse and compare different policy options for implementing proposals to amend the recovery and recycling targets contained within the EC Directive on Packaging and Packaging Wastes, as part of the Regulatory Impact Assessment. This involved the use of Monte Carlo method techniques to predict likely behaviour.
  • Peer review of Defra's LAWRRD model, which is used to predict the costs to local authorities, flows of materials and the facilities needed for waste treatment to meet targets for reducing the amount of biodegradable municipal waste going to landfill and increasing the rates of recycling and recovery of value from the waste stream.
  • Development of a targets interaction model for Defra to examine the effects on waste management practices of the various elements of EU legislation and Government Targets, in order to determine the role played by local authority recycling targets.
  • Peer review of Defra's M-BEAM mass balance model and subsequent modifications in order to preserve its functionality.
  • Development of a model for predicting the capital and operating costs of landfills based on simple dimensions and the selection from options of the construction method.
  • Development of an extensive model for estimating the costs of refuse collection and street cleaning in Bahrain.
  • Calculation of the fee to be charged per household for cost recovery of a new system of collection and disposal of household waste for several regions of Macedonia.
  • Development of models for the evaluation of complex tendering processes for both refuse collection and provision of waste management facilities & in the UK, Malta and Bahrain.
  • Full financial models supporting contract tendering exercises in the private sector.
